Consultations between Army, Parliament needed but final decision rest with parliament: Rabbani
ISLAMABAD, (SANA): Parliamentary Committee on National Security (PCNS) Chairman Senator Mian Raza Rabbani has said that the military and the political leadership together would take decision for initiating operation in the North Waziristan Agency. He underscored the need of consultations between the army and the parliament, but the final decision should rest with the parliament.
Addressing the Youth Parliament here on Saturday, Raza Rabbani said “The parliament made a good initiative, Army too stepped up; this beginning should not end now”.
He said that Army should be under the subordination of the parliament and the people in democracy.
He said that the civil-military bureaucracy had cropped up at the very beginning since Pakistan came into being. The existing and the previous governments have been hostage to this bureaucracy.
He said that the army has a role in the national security but those raiding in the night could not be supported.
He said that the PCNS should not have been made, as this was the creation of an army autocrat and added instead the Cabinet’s Defence Committee should be strengthened.
He said country can not survive without the federation. He further said that the violent incidents on the occasion of Ishq-e-Rasool Day actually hurt its noble purpose.
He said that UN has lost its freedom and power after dissolution of United Soviet Socialist Republic (USSR). He said that United Nation (UN) is slave of US.
He said that Cabinet Division has prepared the amendment in rules and regulations for new terms and conditions for cooperation with US and allied forces and the Cabinet would give its approval in this regard in near future.
He said that the government established through revolution can conduct the accountability of dictators, adding that the governments coming in powers through election process can not conduct the accountability of dictators, because it would be considered an action against the whole institution.
Civil institutions should conduct the accountability of retired military officers, adding that there is no sacred cow in the country, adding that the impartial and just accountability can strengthen the wholeness of the country.
He said that the in the past court kept declaring the unconstitutional acts as correct, adding that the present Judiciary has the honour to reject the unconstitutional steps taken by the military dictator and declared the abrogation of constitution as revolt.
He said that the Parliament has improved its dignity by passing 18th amendment in the Constitution. He said that military bureaucracy is not there in fundamental institutions of the state, adding that the basic structure of the state is based on Parliament, Judiciary and Media.
He said that the sovereignty of the country depends upon the flourishing of democracy and all the stakeholders should be ready to accept the supremacy of the parliament.
He said that there is no confrontation between government and the Judiciary. He admitted that the incidents of Salala check post and Abbottabad were the results of failed foreign policy of the government.
He said that the drone attacks are danger to the security and sovereignty of the country. He said US delegation can come to Pakistan on missing persons’ case, but it can not take action against US for violating international law regarding drone attacks. He said that the UN should honor the statement of its own representative regarding the stopping of the drone strikes in Pakistan and taking action against the US. Raza Rabbani said that the NATO supply could be conditionalises with the stopping of drone strikes.
He said that the jurisdiction of the Supreme Court should be extended to FATA, adding that PPP wants to abolish FCR.
